At that time, the tender was very stressful because the price of cement, sand, stone, aluminum, glass, etc., increased rapidly (sometimes more than 40% compared to 2020). “Contractors find it difficult to find jobs, but many contractors do not dare to accept jobs because there is no measure to deal with price storms,” said Nguyen Quoc Hiep – Chairman of the Vietnam Association of Construction Contractors (VACC).

When announcing the winning tender (October 20, 2021), Haven Park Residences was one of the largest urban area projects in Northern Vietnam. Hoa Binh became the D&B general contractor for the package worth more than 1,860 billion VND, including the construction of the basement, the podium, and two 41 floors of twin towers.

Overcoming the stressful tender

Haven Park Residences and Sky Oasis Residences are projects with a great contract value in the domestic market, so there are many factors that affect the investors’ final decision in choosing a contractor for their projects.

Experience, working style, personnel qualifications, construction time, commitment, and price are the prerequisites representing a reasonable tender.

In 2020, Ecopark organized the first invitation to tender for Sky Oasis Residences under the D&B contractor plan. This was a very hot project at that time (since Ecopark’s projects are famous for their fresh landscape and complete facilities, so they are sought after by many customers and investors), the investor needed to an urgent select a contractor, so the bid submission was also very short, only nearly four weeks. In addition, the bidding documents of Sky Oasis Residences were revised and supplemented many times, causing contractors to “swirl” to deploy tenders.

A problematic point to mention is that the tender document of Sky Oasis Residences is a concept; Haven Park Residences and later projects all stop at the basic design. Therefore, there is not much information to calculate and extract values. Tender teams of contractors need to refer to many similar projects that have been built to avoid omissions.

For the same project, D&B tenders need more preparation time than usual. The reason is the need for coordination between many departments (design, bidding, engineering, project management board, etc.), so communication problems and obstacles may exist.

Altogether, this results in a tremendous amount of work, requiring the contractor to have a professional tender team, smoothly coordinate, and operate at maximum capacity. Hoa Binh has overcame the pressure and proved its capacity right from the tender round, bringing to the construction company this first-class project.

Seize opportunities

According to the expected plan, in the fourth quarter, Hoa Binh will start building a project in Australia to prepare for the Brisbane Olympic Games that will take place in 2032.
